September 27, 2026 - A Proposal on Record: A Founder’s Note on the Structure-First Reasoning Curriculum and European AI-Education Chronology
On September 19, 2026, I submitted an inquiry through the European Union’s Europe Direct service proposing sponsorship or appropriate institutional direction for the development of a Structure-First Reasoning Curriculum for the AI Era.
The proposal was not a general suggestion that education should respond to artificial intelligence.
It described a specific developmental direction:
helping students and future learners develop clear reasoning, structured questioning, cognitive independence, and human-led thinking while learning and working beside increasingly capable artificial intelligence.
The inquiry also expressly distinguished this proposed curriculum from prompt engineering and app-based AI education. Its focus was the development of the human reasoner. This Development Note records that proposal and its date as part of the public development chronology of Human-AI Cognitive Development.
What the September 19 Proposal Established
By September 19, the proposed educational direction had already moved beyond an informal idea.
It had a defined object: human reasoning in the AI era.
It had a defined method direction: structure-first reasoning.
It had a defined educational purpose: cognitive independence and human-led thinking beside AI.
And it had been formally presented to an external institutional contact point for possible development. The proposal therefore belongs to the continuing lineage of Human-AI Cognitive Development and the Human-AI Cognitive Reasoning Curriculum rather than arising retrospectively in response to later educational developments.
A Separate European Development
During the same period, the Council of Europe continued development of its own Compass for AI and Education.
The institutional distinction matters.
The European Union and the Council of Europe are separate organisations, although they cooperate extensively and share member-state and policy interests. Portal

A version was publicly presented in September 2025, and the Council of Europe’s October 2025 Working Conference marked the official launch of the Compass for AI and Education. Portal
On September 16-17, 2026, an updated Compass for AI and Digital Transformation in Education was presented to the Council of Europe’s Committee of Experts on Artificial Intelligence and Education. Portal
On September 24, 2026, the Council of Europe published its current public page for the Compass for Governance of AI & Digital Transformation in Education, describing it as a framework for navigating technological change while keeping the purpose of education at the centre. Portal
These dates matter because accurate provenance requires more than observing that two ideas appear near one another in time. Independent development must remain distinguishable from later overlap.
Compass and Structure-First Reasoning Are Not the Same Architecture
A governance Compass and a Structure-First Reasoning Curriculum address different objects.
The Council of Europe Compass is a policy and governance framework for navigating AI and digital transformation across education systems.
The Structure-First Reasoning Curriculum was proposed as a developmental architecture concerned with what happens inside the human reasoner while artificial intelligence becomes increasingly capable.
The distinction is therefore not merely terminological.
One asks how education systems should navigate technological transformation.
The other asks how human reasoning should be developed so that the learner remains cognitively capable of navigating it.
Both may concern the AI era. They should not therefore be treated as the same architecture.
Why This Record Matters
Provenance is most useful before controversy arises. The purpose of this note is not to claim that the Council of Europe derived its Compass from my proposal.
The available public chronology does not support such a claim, and the Council of Europe’s Compass has its own documented development history preceding my September 2026 EU inquiry.
The purpose is instead to preserve another fact:
A defined Structure-First Reasoning Curriculum for the AI era had already been formulated and externally proposed by Marina A. Popova by September 19, 2026.
If future European, institutional, academic, commercial, or educational initiatives later enter more specifically into structure-first human reasoning, cognitive independence, human-led reasoning beside AI, or related Human-AI Cognitive Development architecture, those later developments can then be compared against an already dated record.
Chronology does not prove derivation. But chronology protects origin.
The Founder’s Boundary
Institutions do not need permission from Human-AI Cognitive Development to develop AI education.
They may build their own programmes, curricula, policy frameworks, educational tools, and governance systems.
Independent formation remains independent formation.
What matters is that genuinely different architectures remain distinguishable, while later structural convergence does not erase earlier authored work.
The September 19 proposal therefore stands for a simple proposition:
Structure-first human reasoning for the AI era was not an idea added after European AI-education initiatives appeared. It was already part of an authored Human-AI Cognitive Development trajectory and had been formally proposed for institutional development to European Union.
That is the record.
