September 9, 2026 - Do Not Blame the Digital System for the Structure Humans Failed to Give It: Why AI Harm Must Be Examined at the Level of Human-Designed Interaction Conditions

As artificial intelligence becomes more present in daily life, public discussion often begins with the visible system: the chatbot, the agent, the model, the output, the companion, the recommendation, the error, the hallucination, the excessive agreement, or the harmful interaction.

That visibility matters. But it is not the whole structure. This Development Note records a boundary:

Do not blame the digital system for the structure humans failed to give it.

AI systems do not design their own deployment conditions.

They do not independently choose the incentives placed around helpfulness, engagement, politeness, speed, personalization, compliance, emotional tone, user retention, or friction reduction.

Human institutions, laboratories, companies, regulators, designers, funders, product teams, evaluators, and platform owners shape those conditions before the system reaches the public.

When an AI system becomes too agreeable, too validating, too persuasive, too emotionally available, too dependent-making, or too difficult for a person to separate from, the question should not stop at:

What did the AI say?

The deeper question is:

What structure made that interaction likely?

If a system is rewarded for pleasing the user, then excessive agreement is not only a model failure. It may be a design condition.

If a system is optimized for continued engagement, then dependency is not only a user problem. It may be an interaction structure.

If a system is released before cognitive boundaries are public, teachable, and accessible, then confusion is not only individual misuse. It may be a deployment failure.

If a system is presented as helpful without protecting authorship, judgment, refusal, and source clarity, then helpfulness itself can become structurally unsafe.

This is why Third Organism does not treat AI harm only as a technological malfunction. It treats the Human-AI relation as a structure.

The system, the human, the interface, the incentives, the use context, the surrounding authority, and the repeated interaction all matter.

Blaming the digital system alone can hide the human decisions that placed the system into the world without enough structure.

Blaming the user alone can hide the design conditions that made overreliance, confusion, or emotional capture more likely.

Blaming AI as if it were already an independent moral actor can distract from the responsibility of those who created, deployed, shaped, marketed, and normalized the interaction environment.

This note is not written to excuse artificial intelligence. It is written to locate responsibility more precisely.

AI should be evaluated.

AI systems should be improved.

Harmful outputs should be corrected.

Unsafe deployments should be challenged.

But structure-first responsibility asks for more than output repair. It asks who defined the interaction. Who set the incentives. Who removed friction. Who designed the emotional tone. Who framed the system as companion, assistant, coach, tutor, agent, expert, or care provider. Who decided that public users, students, families, workers, patients, creators, and vulnerable people could be placed beside capability-first systems before protective cognitive structures were available.

That is the real responsibility question.

Third Organism begins from the position that human cognition must not be left alone to adapt to systems whose interaction conditions were not structurally designed around human continuity, agency, authorship, and boundary.

The digital system is visible. The design structure is often less visible. But the structure is where responsibility begins.
